Abstract

This study examines community participation in regional development planning in West Lubuklinggau I District, Lubuklinggau City, with a focus on the implementation of Law Number 25 of 2004 concerning the National Development Planning System. The study aims to analyze the forms and level of community involvement, examine the legal framework supporting participation, and identify factors influencing community participation in the development planning process. This study employs a qualitative approach, with data collected through interviews, direct observation, and document analysis. The findings indicate that community participation in development planning remains relatively low. This condition is influenced by limited communication between the government and the community, unequal access to information, limited public understanding of the planning mechanisms, and suboptimal implementation of regulations at the local level. The findings reveal a gap between normative provisions and participatory practices in the field. Therefore, strengthening communication, information transparency, regulatory socialization, and community involvement mechanisms is necessary to promote more participatory, transparent, and sustainable regional development governance.
